SPLR01 (SeaPolLab - Research division) is an underwater research facility with a location that is widely unknown to the public. It was founded in 1983 by Sir Thomas Heckler to study rising and falling political systems across the earth.
Since the invention of the internet, the fine engineers at SPL have been able to tap into criss-crossing underwater fiber cables to receive (and occasionally send) political messages.
